Sterling was founded in 1834 by Hezekiah Brink. On February 16th, 1857 we were incorporated as a city by state law. We are named after Major James Sterling who distingiushed himself in this area during the Blackhawk War in 1832. Of interest are the facts that Sterling Nebraska, and Sterling Colorado were both founded by former residents of Sterling, Illinois.
Sterling was listed as an Illinois Certified City in 1985 and again in 1989. This means we met the highest standards set by the State of Illinois for the quality of life in a community. Our Sterling Park District has recieved two gold medal awards and our Chamber of Commerce has been certified by the U.S. Chamber of Commerce.
CITY COUNCIL MEETINGS are held the first and third TUESDAYS
of each month at 7:30 p.m., unless notice of an earlier time is given.

The City Clerk is appointed by the Mayor and is approved by the City Council. The City Clerk is the City records manager and maintains files of all legal documents of the City including ordinances, resolutions, and contracts, takes minutes at City Council meetings, and performs other such duties as are required by State statute or local ordinance. The City Clerk is also the City's special events coordinator.

The City Manager is the chief administrative officer of
the City. He is appointed by the City Council and is responsible to the
Mayor and City Council for the day to day management and affairs of all
departments of the city. He is the fiscal agent of the City and the Personnel
Director.

Community Services consists of four divisions: Public Works, Code Enforcement, Wastewater Treatment, and the Coliseum. The Director of Community Services is appointed by the City Manager.

The Finance Department is responsible for reciepts and disbursements of all City monies. The department provides accounting, payroll, and utility billing services to the various City funds. Specifically, the Finance Department performs the following functions: accounts payable, payroll procesing and reporting, administration of employee benefits and risk management, utility billing and delinquent account collections, investment of all funds, and administration of the annual budget. The Finance Director is appointed by the City Manager and is the purchasing agent for the City.

The Fire Department consists of the Fire Chief, fire captains, fire lieutenants, and additional fire fighters and other employees as the City Council authorizes. The number of paid-on-call fire fighters is authorized by the City Council. The department is organized into three divisions; Administrative Services Division, Fires Services Division, and Fire Prevention and Training. The Fire Chief is appointed by the City Manager.

The Public Library consists of an Administrative Librarian, a Children's Librarian, and other staff members that are hired by the Board of Trustees that is appointed by the Mayor. The Public Library is responsible for collecting, maintaining, and displaying materials contained in the library building. The Board of Trustees sets hours and other general policy matters relating to library functions as required by state statutes.

The department is organized into three (3) divisions: Administrative, Police Services, and Police Support Services. The Chief of Police is appointed by the City Manager.

FINANCE DEPARTMENT
The City of Sterling provides its citizens with weekly garbage / recycling pick-up and seasonal yard waste pick-up.
B F I is the company who has been contracted to
pick up your garbage / recyclables and yard waste. Questions regarding
pick-up of out of the ordinary items can be directed towards their office
at 625-1281.
Please keep in mind that there are three different
trucks that are involved in picking up your garbage and yard waste.
They come at different times of the day.
Your City of Sterling utility bill is made up of two portions. The garbage portion of your bill is $3.00 monthly fee for garbage, recycling, and yard waste pick-up. The sewer portion of your bill is based on your water usage.

Well Water customers will pay a flat $11.20 + $3.00 garbage
per month.

GARBAGE / RECYCLING / YARD WASTE
INFORMATION
The garbage portion of your utility bill includes garbage / recycling pick-up and yard waste pick-up. Your garbage must be in a City of Sterling garbage bag. You may use other bags inside but, the outer bag must be a City of Sterling bag. Garbage bags can be purchased in sleeves of five for $5.00.
They may be purchased at the following locations:

Kroger Grummert's True Value
Bulk Waste Stickers can be purchased for $1.00 per sticker
and are used to dispose of Large Items such as appliances, furniture,
etc.
Stickers are also available at the above mentioned locations.
Yard Waste pick-up is seasonal. The pick-up dates will be advertised in the local media or you may call Public Works for that information at 625-6040.
Yard waste should be in a 30 gallon container or a toter
marked with an "X".
You should contact B F I at 625-1281
for instructions on how to prepare any large or unusual items such
as tree branches or elephants.
Recycling bins are available in the Finance Department
at $5.00 per bin.
WHERE TO PAY YOUR UTILITY BILL
Your City of Sterling Utility bill can be paid at the following locations:
City of Sterling Finance Department; located on the second floor of the Coliseum building. Elevators are available to the second floor.
Amcore Bank - Merchantile Bank
Drop boxes are located on either side of Third Street
(north side of the Coliseum ).
Please note the time of day when you are paying at
the local banks.
This can cause a problem on DUE DATES, the payment is
considered received on the banking date. Also, note the times posted
on the drop boxes for payments made on the DUE DATES.
Questions regarding your Water Bill should be directed
to the N.I.W.C. at
625-0071. Questions about your garbage / sewer
bill may be directed to the Finance Department at 622-2232.
Property owners are encouraged to contact the Finance
Department, especially when tenants move out, to check on any unpaid balances.
Unpaid sewer bills are the responsibility of the property
owner.

The City of Sterling's Community Services Department consists
of Public Works, Wastewater Treatment, and Code Enforcement. There
are 25 employees of the Community Services Department who provide the following
services:
Public Works
Public Works has five divisions: Streets, Sewer Maintenance, Traffic, Park Maintenance, and Equipment Maintenance. Public Works hours are Monday through Friday from 7:00 a.m. to 3:30 p.m. ( summer hours 6:00 a.m. to 2:30 p.m. ). Emergency services are covered 24 hours a day, 7 days per week.
The Street Division handles all street work including crack sealing, patching, tree trimming, sidewalk and curb repair, street sweeping, emergency condition clean-ups, and other special projects. The street maintenance division is responsible for the day to day maintenance of over 100 centerline miles of City streets and alleys
Wastewater Treatment
The Wastewater Treatment Department handles the maintenance of
the Wastewater Treatment Plant and treats all the wastewater for the City
of Sterling.
